This doesn't matter. If the government keeps secrets and those secrets kill people, it is your life-sworn duty to reveal those secrets so that other people can be saved, and to tell people that your government was ready to kill others. But it is understandable why no one would be interested in divulging the nation's deepest, darkest secrets, because humankind is still selfish. Humans want to live after all. It's an interesting premise that could have driven additional episodes, but I'm not sad about the fact that this episode served as the end of the story.
I was expecting to be just a little disappointed with this final episode, as barely anything happened. That Ryu would eventually die and become less of a threat for the remaining crew was clear from the beginning (since he would be one of the walking dead anyway, waiting for the inevitable water-puking and death), so in a way, the entire episode was all about running faster than the lunar water comes crashing through the walls of the Balhae station. This episode and the previous one could have been edited into one episode, just to get the pace of the plot going, proving once more that writers seem to have difficulties getting their plot in order when they know how many episodes they have available.
